Rotor keeps turning black

Rotor keeps turning black
i have a 92 cx hatch that i baught about 8 months ago with a d15b in it. about a month ago i checked my ignition rotor and it was still in good shape except for it had black burnt spots on it. it was building up. i lightly sanded away the carbon like stuff and a week later i checked it and it was all black again. my friend say that it could be the wrong cap or rotor and that its arching and turning it black. is this normal or is he right?
