First off, where are you reading this?
On the back of a wheel?
If so, then it probably reads, 14 x 5.0.
Meaning 14 inches in diameter and 5 inches wide.
The +45 offset means the part of the wheel that touches the brake/hub assembly is 45mm from the center line of the rim.
