Do you want functional, or stylish? Those "cool looking gold rims" are heavy, and will slow you down.

I'm going to assume you aren't a engineering-minded, and won't go into rolling mass, and weight distribution of a wheel. Here's the short and sweet version. If you want wheels for HPDE, autocross, or track days, get some lightweight 15" wheels with a proper offset (+43), and some high quality summer 205/50R15 tires. Keep your stock 14" steelies, and put some winter/snow tires on them. For summer tires, I personally like the Hankook Ventus V2 or V12.

This is starting to dip into the whole rolling mass thing I was hoping to avoid.

Given same weight and wheel style, the bigger the wheel, the more it will slow your car down. When you move mass (weight) away from the center of the wheel, it takes more effort (torque) to make those wheels rotate. If you have deep pockets, magnesium wheels would be the lightest, most available wheel option. You'd be crazy to put real mag wheels on a Civic, so forged aluminum wheels would be your best option. In fact, there's a whole list of lightweight wheels here.

When you say go one more inch from stock, do you mean one inch past the stock 14" wheel to 15" like I mentioned, or one more inch past that to 16"? Going from 14" to 17" when I was young and stupid was more than noticeable, so I think it's safe to say going from 14" to 16" would also be noticeable.

You can get lighter, and with better mass distribution, easily.
