rim offset help please

rim offset help please
i was wondering what offset. here's my take on it, please let me know if this is correct. off set is the amount the rim is made to stick out when installed on the car. the higher the number, the outer it goes.
i am asking because on my car, the 2 wheels on the right side are flush with the side of the car, and on the left side, the tires are not flush with the car, and actually go in more. hope u guys understand what im saying.
my theory as to why its doing this because, maybe the rims came with 2 different offsets, and somehow i mixed it up. hopefully thats the case. last time i took my wheels off, the front passenger side had i believe 37 on it, i didnt chekc the rest of the wheels.
anyways, if thats the case, what do you guys suggest i do, put the tires that stick more out of the car in the back or in the front, im thinking putting them in the back might be better.
