Default Ridiculous Surging Idle- '92 civic 1.6 V-tec

So i have searched and have not found anything like what im dealing with.

'92 civic EX 207,00 on chassis, 1700 on new motor (D16Z6) all stock 4 speed auto tranny. things eliminated: PS, AC, Cruise

where we started: Bought the car, 45 minutes later on the freeway it threw 2 rods and caught fire. New motor and wire harness the car runs great. That was 2 months ago.

About 2 weeks ago the car started surging, 2000-3000rpm, about 1 sec to go from 2000-3000-2000. Cleaned the IAC, Nothing. Today i try a diff IAV, the idle is the same, then at some point slowed to about 1.75 secs to go from 2-3-2.

when i unplug the sensor the surging continues but from about 1000-2000 very quickly. plug it back in and it goes back to what is stated above. pulled intake and covered the lower most port in the TB, Voila, she runs perfect, tried to plug the hole with several layers of electrical tape. it worked great at idle and was very peppy! but when i took it for a drive, as soon as i hit V-tec the tape had lifted. Tried bypassing the cold start valve? located below TB with the coolant ports, And no difference. there is no vacuum leaks or any obvious signs, nothing is unplugged (unless it is supposed to be).

The surging was only in neutral but now it will surge at anything under 20MPH and will surge in all gears. So strong in fact that it will drag the *** end around when the e-brake is set and the car is in D4.

This is my GF daily driver and its to the point that she cannot drive it.

Any insight would be much appreciated.

on a side note, adjusting the idle did nothing.

At this point im so frustrated that im about to say **** IT! and sell the car...everytime i work on this i just fall flat on my face. I am very automotive savvy but know nothing about honda's in general. and this is killing me not being able to solve this problem.

im assuming your vehicle has a fast idle thermal valve or fitv look it up unbolt it 3 12mm bolts i believe under the throttle body disconnect the coolant lines then take an 8mm and unbolt the end of it. once off youll see a white plastic cap with threads, take a flat head and tighten it all the way down if it fixes the idle i highly suggest in looking for a new fitv because once it backs all the way out its likely to do it again.
