rev problem

rev problem
finished getting the harness and everything wired up today on the hatch. The hatch has a b16a SIRII in it. We went to start the car up and it was getting no fuel...checked the fuses and saw it was blown. So we replace the fuse and start it back up with me sitting in the car....the car starts and revs up to 6500 rpm before I cut the key off. I have asked a few people and searched here on HT and from what I am seeing its probably a vacuum leak. Is there anything else that it could be....one thing we noticed was if we unplug the IAC sensor or whatever the car wouldnt rev but it ran like *** revin up to 3 grand then droppin down to 2100....back up to 3 grand then down to 2100. The throttle cable is all the way off, and the butterfly, I think thats what its called, inside the throttle body doesnt move at all when the car revs up like it did when we started it up the first time.

is the butterfly wide open? my friends gsr was doing that... came to find out it was just a small piece holding the butterfly open....

no it didnt move any time we did it. even unhooked the throttle cable and it still does it. I have never seen a motor do it this bad. I mean it started and soon as it started the needle shot up to 6500 like the throttle was wide open when in fact the throttle cable was loose to start with.
