Default Rev Limiter on b20

hey, i recently put a 97' B20B in my 1993 civic hatch dx. For the swap I used the stock dx engine and car harness. I also used a 92' integra Ls ecu. When I'm driving and get on it the rev limiter hits in at different times. Sometimes it hits as low as 6200 and sometimes it will rev to 6900. What do you guys think would cause this to happen?

my guess would be the tach...sometimes mine is accurate, sometimes not. i have a VAFC2 and the furthest i've seen it off was ~400 RPM
