Removing crank pulley bolt with air impact gun - Still need the special hex tool?
I'm about to attempt to remove it, using an air wrench. Do I still need to use the special tool to hold the pulley in place?

You do not need the special tool to hold the crank pulley if you are using an air impact gun. The only one I have had success with is a 3/4 drive impact. I used an ingersoll rand but a blue-point, Mac or Snap on prolly just as good.
If you plan to use a 1/2 drive impact it is highly unlikely you will succeed if its the first time removing it. In which case if not using the 3/4 drive(or larger) impact then you will need the tool and a breaker bar and socket and long cheater bar (I've had to use a 6 footer) Just my .02 cents

It is a 1/2 impact wrench, says it delivers something like 360 ft-lbs of torque. Im just hoping I dont have to take the wheel off to use a breaker bar because, well I can't.

I was turning the crank pulley to get the cam pulley to tdc and suddenly there is a lot of resistance when i try to turn the crank pulley, I have a socket on it, I was waiting to get it to tdc to get the bolt off. Is that right?

Yes that's normal, you're up against the compression stroke.

I was using a Husky it was rated 360 ft/lb. It didnt budge. All I heard was the sound of the bolt not spinning but still trying. Kind of like rapid loud clicking. I guess I should get a bigger gun now. Maybe Auto Zone would lend one out?

360ft lbs isn't much torque for an impact gun. You want something in the 600+ range. My IR gun is 780ft lbs in reverse, makes most other 1/2" drive guns look like a joke.

Get the tool. Its only ~$25.
Then use a 6 pt. socket, 2 long 1/2 extensions (one for the tool) and 2 1/2" breaker bars with a cheater pipe. I use all craftsman and it has worked everytime.
Make sure to use a support under the head of the breaker to get square torque.
This is the non hex pulley tool I made out of angle iron for my car.
