Default Removing the A/C

Will I lose the heater function after removing the A/C, or is the heater system a separate system?

Also, when removing the A/C from the car, is it necessary to drain the refrigerant at an automotive repair shop?

AC has nothing to do with Heater.

Unless you want a big *** fine, go take the car to be drained at an AC shop, youll be doing them a favor.
