Rear Wiper/Brake Light Failure

Default Rear Wiper/Brake Light Failure

I'm new here, and this is my first post. yay! (I have searched on these topics, BTW)
ok, well first off, my high mount (third brake) light on my 89 hatch does not work. Fuses are fine, bulb works, I've cleaned the contacts and multimetered the socket and I'm not getting any voltage. I have also examined the wiring as far I can get to and it looks fine. Are there any other switches or connections up front that I can check?
Also, my rear wiper is buggy. Sometimes it works, sometimes it doesn't. When it does work, it only works when I'm pressing the brake pedal. So perhaps the brake light is shorted with the wiper circuit? I'm thinking that I don't even need it and I'm just going to spray RainX on the window and shave the wiper off. What does anyone suggest?
A little more about these two things:
All the fuses are fine. I've looked at the diagrams in both the engine bay and under the steering column and all the fuses are in place and non-blown (for lack of a better word). The only one I'm wondering about is one up front labelled "Lampe/Light" which the diagram shows as a 50A fuse and there is a 40A in it. The fuse has not blown yet, so it shouldn't be a problem, but then again, it may be restricting current...?
So if anyone has any suggestions, I'd greatly appreciate it.
