Default rear suspension on 96-00 civics

Why do I have to have my rear adjustable springs maxed out to make the ride height level to the front? I use to have H&K springs but the rear sagged so I had to get the hard *** adjustable ones. They are at their max height, just to make the car appear level.

I'd like to upgrade and get non adjustable eibach, but I'm afraid the ride will sag.

front sits too high...

run the same set up front and back.

Just get a good spring kit. Eibach is expensive, H&R and tein make good progressive springs.
