That's a eurpoean integra rear fog light put into a civic bumper. The REAL civic reaf fog would be at the bottom of the left rear tal light.
The purpose of said rear foglight is to make the car more noticable in inclimate weather.

Apparently, you didn't read what I said.
The REAL civic rear foglights are found in the lefthand rear tail light. 92-95 and 96-00 are both located in the tail light.
94-97 integras and 89-91 civics have the square light in the bumper.
The one pictured above can be retro'ed into the back of your bumper.
