Rear brake dragging!

Rear brake dragging!
Hey, my car sat for a month and now one of my rear disc brakes isn't fully disengaged and is dragging as you drive. I checked the service records and apparently this happened to the previous owner, the honda garage's invoice said a part was simply lubed up and it was fixed.
What can I do to fix this? it still drives fine but the rear wheel doesn't rotate as well as the other three when it's jacked up and you can hear the pad rubbing slightly against the rotor.
oh the car is a 1995 civic 5 door hatch w/abs if that helps.

The caliper piston may be seized, your parking brake cable may need adjustment, or the caliper slide pins are sticking/seized as well. I'm sure thats what they lubed up originally.
