Check for a short in the brown service connector wire.

This. Could also mean a prob with the wire vs. actual ECU.

for as cheap as the oem ecu's go for i say replace the ecu with a known good unit.

Wire shortage is possible but i highly doubt it unless something has been done near the ecu wiring loom/harness recently.

As a rule, always diagnose a problem to the best of your ability before throwing parts and money at possible solutions.

Already covered this with OP in the other thread:
https://honda-tech.com/forums/honda-civic-del-sol-1992-2000-1/need-help-asap-bogging-4k-3146143/

He has got Code 0, but the car starts, I advised he check ecu ground and for a short in the service connector as per the FSM.

Use a multimeter to test whether the wire has continuity to body ground (=short).
