i need a resonated test pipe like the one i have on my civic now, but i forgot where i got it... and cant seem to find anyone that sells one online. Is that ebay item a true cat or a resonated test pipe?

if i installed something like that, and got pulled over and the cops went underneath and looked at my cat, could he write me a ticket for this? or can this visually be passed as a cat?

The cop could still write a ticket. I would honestly suggest you take the heatsheild off your stock one and find a way to mount that onto the aftermarket cat. I would also paint the thing black so it doesn't stand out so much.
You won't pass a sniffer with this but you may pass visual. Besides I remember these things set of CEL's so whether or not you pass visual I don't think the CEL will help.

I had that on my '97 hatch for over 4 years now and had to go through emission test twice (once every two years)
Each time it passed on the first try. No one even tried looking underneath.
