Reading ignition timing degrees

Default Reading ignition timing degrees

I'm preparing to install the ignition distributor and was wondering on how I properly read ignition timing degrees... my manual says:

16o +_ 2o BTDC (RED) at idle speed

Does that basically mean turn it to line up with the red mark?

the center line is 16 degrees. the one above it is 18 degrees and the one below the center line is 14 degrees BTDC. the line farthest to the back is 10 degrees BTDC.
