Radiator upper support - loose? Should there be a bushing?

Default Radiator upper support - loose? Should there be a bushing?

See the attached pic - basically the part circled in red moves around loosely in the housing or whatever it's in, and the radiator thus can wiggle/rattle etc.

Is there supposed to be some kind of bushing or padding between the red circle and the larger outer round thing? The gap seems significant, and I just can't imagine that the radiator should be able to move around that much by design for any reason.

Concentrate on the old coolant hoses and clamps.

You can always remove the bracket and wrap a few rounds of electrical tape around the dowel then reinstall the bracket
