There should be a black handle under the steering column on the left, pull it down, move your steering wheel accordingly, then push the lever back up.

As far as i know the cx didnt come with tilt steering so your screwed.

I actually think they did. My friend had a CX hatch with it I think.

well if i came it came equiped with it, it would be located on the left towards the back bottom, pull the lever and raise or lower the steering wheel until its comfortable for u

Take a hammer and hit the steering column until it breaks free. Then adjust it to where you want it, then get some coat hangers and hang it from the ceiling to keep it from bobbing back and forth.
