Default quick question

ok so i bought a 95 si hatch this summer and before i owned it i know it was turboed but it ran great and i just put everything back to all motor. now its getting cold outside and in the mornings when i start it up it idles rought for a while and has a cel with code 4 but i changed out the distributor which should have solved that. now when i drive it when the cel is on i cant go above 3500 rpms it like kicks in a rev limiter or something and so im wondering if the computer could be chipped and i need to get a new one has anyone experienced this?

your spark wires good? and are they all connected. i was running on 3 cylinders before and rev limiter was like at 3500, turned out one of my wires wasnt on tight

yea it runs on all cylinders and the plugs seem to work fine im almost certain its something in the computer but i dont know cuz if its a warm day it runs fine and if its cold it does this..
