Did you remove the screws under the gauge hood? Two screws located right above the clear gauge cluster shield.
Otherwise it is just hung up on the securing tabs. Be gentle.

you ahve to break the clips, there is almost no way around it, the screws above the cluster are the only ones you can get to, after that, pry it out slowly and be gentle with the piece, you ahve ot use some force

from what i sounds like, you're trying to remove that piece thats around your gauge cluster(i cant see some of the pics)? dont brake the clips, get a puddy knife or paint scraper and stick that in to pop them off, then pull it out. i'll try to draw a little ascii pic of where the clips are. a '^' is a clip. just ignore the '.'s i just needed some filler so it wouldnt mess up

There is also a screw behind the emergency flasher. From the looks of it though you may have already taken that out or broken it. Just remove that screw and the two above the gauge cluster. Then, pry it out slowly. Patience is the key! HTH

Re: quick help 92-95 civic owners (acuracing)
i painted mine white about 3 years ago...last year i tried to find one at the dealership ($167!!!!)...couldnt find one so i put that fake carbon fiber adhesive on it took me forever to find one but i did and it had no center vents...used that for a while until i swapped with my friend and then he sold the car with the white console in it...one of my biggest regrets was painting that thing...unless youre going "show"...then by all means paint it. while youre at it paint every other trim piece in your dash to match too...still got a black dash bezel with no center vents if anyone wants to buy it...
