Default Quick brake question regarding my 93 CX

When I bought this car, the brakes always felt a little soft compared to my old 99 Si. I have put new rotors and pads on the car and flushed the whole system with new dot 4 brake fluid as well as replaced the master cylinder. I have confirmed the booster is not leaking, but the brake feel is still the same. My friend just bought a 93 VX and his brakes are VERY touchy and his car stops on a dime. Now, he is using the stock engine still, I am not... So that leaves me with 100lbs more in the front, but they still don't feel quite right. Anyone else with a CX/VX have this problem? Perhaps its the cheap pads I am using? I thought about switching to Honda pads as these are the ones my friend is using. Any ideas?
