Default D15b 1994 honda civic runs rough

Ok first and foremost I hate hate hate wiring! With that being said I have a 94 civic dx with a d15b vtec swap, the guy I bought it from said it ran fine until he pressure washed the ecu (don’t ask) causing a misfire I was without car and seemed like a easy fix right? Wrong! I bought a p28 to replace the p08 and it burned the c15 capacitor instantly then stopped running,I plugged the p08 back in and hunted down another p28 but this time it turned out to be a chipped p28 I cut the jumper and removed the chip to put it back stock it runs okish but still no signal to injector 2 and it smokes really bad, I plug in the p08 again and the smoke goes away but misfire remains the only cel I get is for iat and both vtec codes because I haven’t wired it in to my dx harness, I’ve replaced the injectors,dizzy,pluggs and wires,main relay,fuel filter,map and iat sensor nothing seems to help I’m so close to putting it up for sale someone help me

1. Wtf is a B15B
2. Why would you buy a car from someone who told you they pressure washed the ECU? If they're smart enough to do that, they're smart enough to do a lot more damage to the car that you'll uncover.
3. You're jumping between ECUs with no regard to the fact that they're intended for different engines and have different maps on them. Since there is no B15B engine I'm not sure what you actually have or should be running.
4. If you have CELs and KNOWN ISSUES like sensors that aren't plugged in, that should obviously be the first thing you fix.

I’m so close to putting it up for sale

I would advise that you do this.

D15b sorry fixed it as stated I was without car and it was in my price range…from what I’ve read you can run a p28 on a d15b so I bought it because p08s are rare and hard to come by the guy I bought the car from was putting sound deadener in and went to wash the inside and was oblivious of the ecu location and as for the plugs I’ve replaced the iat sensor with no change so I’m assuming it’s because the p08 ecu is fried and as for the vtec codes that won’t affect the way it drives

So you're saying the previous owner pressure washed the inside of the car and that caused water to get inside the ecu because it was still in the car at the time? If so, I would start by disconnecting the plugs to the ecu, as well as the engine harness plugs(in the engine bay), and blow all of the connectors out with compressed air and then leave them disconnected at least overnight to help any lingering moisture to evaporate. There's also a special spray you can buy for cleaning electrical connectors that wouldn't be a bad idea to use either. If cleaning the connectors doesn't help you'll have to identify which injector is having issues and test the injector plug for power with the ignition switch in the "run" position. If it has power then connect a test light to the plug and crank the engine; the test light should continuously flash if the hot wire is getting power and the ecu is grounding the other wire. If the test light doesn't flash you have to look at an OBD1 ecu pinout diagram and test that injector's ground wire at the ecu. If it grounds at the ecu then there's a break in the connection between the ecu and injector.

Also, a P28 ecu will run a D15B pretty much perfect, I've been running my D15B on a P28 for months with no noticeable difference over the P08 I used before. The fuel maps are a little different though..
