Default Question on stock gsr ECU for fuel map guru's

Alright, as far as I know the ECU in my car is stock. Meaning that I never chipped it, but i don't know if it was chipped before I got the donor car the motor/trans/ecu was pulled from. Don't really know how to tell if mine's been tampered with either.

But to the question, I was wonder from those with fuel map knowledge, how easy it is to get a stock ECU to go into open loop. I always thought this only happened at WOT, but i've noticed that mine tends to do this very frequently with little throttle pressure above what is need to maintain the current cruising speed. Example being, if i'm cruisin on the highway doin 65 or so and want to just ease on past someone, give her a tiny bit more on the pedal and i'll see the a/f ratio jump up to 12 instead of the normal 14.5 where it cruises at. 12 a/f is also where it holds when I'm actually doing a WOT accel. Is it normal for the ECU to go rich so easily?

Incase you're wondering how I know this is happening, I have a permantent installed wide band 02 on the car. Using an LC-1 from innovate, which drives a wide band meter in my cluster, and I use the secondary output to simulate narrow band which is feed to the ECU. The old narrow band 02 is in the car, but only the heating element is hooked up to the ecu so it doesn't throw a code about that.

In case youre wondering why I even care about this, my car failed emissions today. High HC and high CO. 264ppm and .74% respectively. AND, I put a new cat on the car end of last month.
