not sure, you'd need to check your local laws.
In California, legal paasenger car height is something like 23" from the ground to the center of your headlamp and the the altezzas shouldn't pass unless they were DOT approved.

Hawaii law states that the headlights need to be 24" from the ground. Yes, Altezzas pass safety as long as they are not the clear ones. And they need to have red turn signals. I see too many of them on my island unfortunately.
You might not pass safety if your muffler tip is like 3" or bigger and if your exhaust is loud. Of course, they check tint (I think 29% is the bare minimum for legality).
