Ok i am confused...
I just called the dealership to order a 99-00 si Proportional valve...since im doing the ITR 5 lug conversion into my 1996 honda civic dx 2dr coupe.

They said they only have 40/60 ... I said i need 40/40 theyr like "your stupid, no such thing, wheres the other 20 percent go?"

The "4040" label is not a percentage split, it's the designator for that particular part. The 2000 Si proportioning valve part number is 46210-S04-902.

I could be wrong, but I think you have to be talking about two different things. You're talking about the number stamped on the valve, which may or may not have anything to do with the actual percentages of where the pressure goes. They are talking about actual distribution of brake fluid pressure.

Like I said, I could be wrong, but that's what it sounds like to me. I think mine is a 3030, obviously it can't be percentage because that means 40% of it isn't going anywhere. Find out what car the 4040 comes from and buy the valve from that car.

Honda might not have been too far off when they said "you're stupid".

The first guy to answer you gave you the part #. You've also got slhondaparts.com as a resource to get OEM part numbers.
