Default Problems with Windsheild Wipers

I have a 94 Civic Coupe that I'm giving a new life. I have a problem with the Windshield wipers. I have checked all fuses and they are ok. Wipers will not work at all when turned on. They only way way they will work is if you hold the arm down like your washing the window. What do u think? A relay, switch, motors? Please Help!

lemme guess the lever is WAAAAAAAY easy to push down too...prettycommon in eg's. Mine does the same sorta thing, I messed around with some things..if I press it gently up and turn the **** they work just fine and keep working. Seems that 10 years of use has taken its toll I guess. Can't be a fuse/relay etc cause it's workin if you press the lever down. I dunno if any ofthat made sense, but its a problem I have seen in a few EGs

Great that works! Now I cant get them to turn off. Can the whole arm there be replaced and fix the problem or is it the wire harness of the car itself?
