Problems starting the car.
I have a 99 gsr with a 99 b16 head. Head was milled .045..
Now, when the car is cold it turns over but it doesnt crank for about 10 seconds. and then when the motor is warm, it turns over fine. Also, would it have anything to do with the FIT valve?

It's probably that your fuel pressure bleeds down over night so, it takes more than the standard 2 seconds of fuel pump power to get the pressure up.
Try this on a cold morning when it normally won't start.
1) Turn the key on till the light come on, wait 2 seconds,
2) Turn the key off
3) Repeat 1 (should hear the fuel pump both times).
4) Try to crank.
If it fires right up, something's letting the fuel pressure bleed off. Fuel pressure regulater, check valve in the tank or leaky fuel injector.
