Default problems running well

i have a 1994 Civic Dx with a 1994 Accord f22. The problem i am having is that it doesn't really run well. i was told that the engine ran good when pulled but i don't know. When i start it up it runs at 2,000 rpm for about 10 seconds then the idle will jump from 1,300 to 2,000 over and over until it warms all the way up. The only thing that when installed and was not hooked up was the EGR. Another thing is it sounds like it only runs on three cylinders. All the spark is there but when i pull of a spark plug wire it runs the same before i pulled the wire. it kinda sounds like a tractor. So this is where i sit any help would be highly appreciated. I'd start off by checking/cleaning the IACV, and check the spark plugs.

i just put in bosch platnums 10 minutes ago the old ones were crusted with i think carbon they were really black
