Default Problem removing the rocker arm assembly

I broke the camshaft pulley bolt and now I am trying to remove the camshaft.

I cannot get the rocker arm assembly off. I took off all the bolts except the 4 middle ones that dont seem to come off. I have taken off the bolts holding the valve springs off as well. I was able to loosen all of the screws except for 4. Do i have to loosen these? For some reason i just could not get them to turn.

I really have to get my car back
