Default Problem with Brake Upgrade

I just bought a '93 Civic hatch which has Integra disc fronts and I think rears (or maybe Si rears). The problem is that the fronts are SUPER sensitive and stop with just a little pedal pressure but the rears hardly squeeze at all. If I pull the emergency brakes, with the car out of gear, I can still push the car. I've adjusted the cable and even replaced the rear pads without change.

I'm wondering if maybe the PO swapped the brake proportioning valve from the Integra also and this is why the fronts are so sensitive?

Any help troubleshooting this issue is appreciated.

The fronts do most of the braking. If you look at the rear pads, they are really dinky compared to the fronts. I could have my car rolling and yank the ebrake, and it still rolls.
