Problem after cold starts
After a cold start if I turn my steering wheel the idle dips real low and sounds like it's just about to shut off. If I drive it away while still cold and make a turn and get off the throttle the idle dips low too and sometimes the car shuts off. If the car shuts off and I start it back up and drive away it makes a real annoying squeel from what I think is the power steering belt because the squeel changes pitch when I turn the wheel. This lasts for probably 5 to 10 seconds and then it goes away. I warm my car up a minimum of 20 seconds, but usually I wait much longer than that. Is it normal for my car to do this? I have a 99 DX with a mini-me swap and power steering.

My idle is fine. No codes or anything. It only happens when the car is cold. Once the temp gauge starts moving up it doesn't happen anymore.

My car takes 5+ minutes to fully warm up if I just let it sit. The car warms up quicker while driving anyway and I don't take it above 2.5k while it's warming up.

Ok let me try to explain again. I start my car cold and the motor isn't at operating temp yet so I back out of my driveway and turn the steering wheel. The idle instantly drops real low (100-200 rpms) if I'm just letting the car roll without my foot on the throttle. Sometimes the battery light goes on and the car is about to die, but the light goes off and the motor is running fine. It doesn't happen by itself. It happens when I turn the steering wheel while the car is cold.

No its not normal, as your car should operate normally cold. It could be the power steering pump/pully/belt is off-center or stuck, and loading the engine crank.

I also have a the same noise in cold weather too even without turning the wheel. Mine sounds a little bit worse than his problems, my idle doesnt drop as low but it does drop somewhat. what should I go about check as far as tension. Loosen the pulley, what should I do exactly. The colder it is outsid the louder the noise. Also me and my friend changed the fluid and it doesnt *seem* quite as bad. Also it happened 2 weeks after my rack and pinion was replaced. Any help would be appreciated.
