power steering leak help!

power steering leak help!
as the topic states i have a power steering leak coming from where my left side inner tie rod ball joint connects to my steering rack inside the rubber boot. i need help knowing what the problem is and what i need to do to fix it. im currently stationed in germany and had a repair shop owner look at it and in his broken english he told me that i need a whole new steering rack. help
also when i set the parking brake my left rear wheel doesnt engage. i tightened brake handle but nothing changed.
i need to fix these problems in order for my car to pass inspection. if anyone can help me with what parts i need and where i can get cheap oem parts it would be much appreciated.

take out your power steering...you will have more connection to the road....P/S is for wimps...and you can pass inspection with out p/s...most civic come without p/s...

can you use the car without p/s. I thought you'd have to do a rack and pinion changeover I'm not sure but that's always been my impression
