Default power problems

My buddy and i have a project 95 civic hatch... the first time the motor was together it ran 11.97 on motor... he blew it up and it was sitting for about 4 years and he decided to put it all back together. well hes finally got it back running and it feels like a turd after about 5k rpm... he has done EVERYTHING to this motor all the way down to all new gaskets everywhere... the motor is a b20/vtec completely built, type r tranny and head with a ton of head work, type r intake manifold that has had alot of the material inside taken out, holly throttle body, str fuel rail and adjustable fuel pressure regulator, stock 99 si injectors for now, he has some 440cc injectors to put in it, over sized valves, dual valve springs, titanium retainers, toda cams, aem adjustable cam gears, power industries timing belt, eagle rods, high dome pistons(not sure what brand) knife cut and high rpm balanced b20 crank, oil line kit, moroso oil catch can, the whole nine yards... my ? to u guys is... What would cause it to die after 5k rpm? could it b the crank being so light, could it b the intake manifold? i guess the question is more of an opinion type thing... what does it sound like to u guys.. if u need more info to maybe help me out let me know...

do you have a fuel gauge and a fuel pressure regulator, might not be getting enough fuel in the high rpms
