Power pack?

hey my buddy has a 92 hatch dx with the stock motor fully built and when he bought it the guy told him it was power packed does any one have info on this? any would help.

no it does have power it beats alot of cars that are beast but he is a good driver?

expletive well i know that his motor is built because there is the same hatch where my buddy lives and its stock beside i/h/e and it was slow but my buddys with the same motor pulls hard? you may not believe me but i know how fast it is.
