Is it true that post year 99 power folding mirrors come with switch & built-in relay? I just bought some and the seller told he this but i never heard of the relay being built into the swtich.

No the relay is seperate from the switch and the switch has a button for them to fold.I have a few switches here and a few relays.I got mine working a few months ago.

I actually have heard this for the 98-00 mirrors. I've even got an original Helms wiring diagram that shows this - I can dig it up at some point... it's just a real pain to extract from the original PDF. It's got a bunch of security layers that I have to get around... blurgh.

Here you go. No EXTERNAL relay required for 98-00. Text is in Spanish, but I'm sure you'll figure it out. The Spanish one is all I've got - sorry! Note that it requires the 98+ switch, and the 98+ mirrors ... you can't mix 'n' match from 96-97. Good luck!
