possible vacume leak?

possible vacume leak?
When my car reaches operating temps it begins to surge(up/down). When the car is cold it idles steady around 1500 rpm which is perfect. My question is if I had a vacume leak would the car surge when cold or only after it's at operating temps? I'm trying to pinpoint my fluctuating idle problem so if anyone has any ideas they would be appreaciated. Motor is a y7.

Iacv probably- you can check by disconnecting the connector after it's at operating temp. It will throw a code but you will know if this is the culprit.
