Nope. Not without being creative. You have to remove the clock spring and that's where the horn and cruise runs through so the wheel can turn.

my buddy did it but he spent some serious time doing it... he used the horn buttons for control

wire it into the dash. i saw one from an 89 crx that was a little box. try finding that and doing it that way. otherwise no.

ok talked to my buddy and heres what he said.... he bought a used stock civic wheel(that he didnt care about) and cut the center of it out...welded a big heavy duty washer to so he could mount it to his steering wheel adapter. took a 2 ohm resister put it between the airbag sensor to keep light out... he had a custom steering wheel adapter made at a machine shop big enough to fit the clock spring inside of... bought a steering wheel with two micro switches plus a horn button and bang he had cruise and still had a horn

he is using a aftermarket... he just hacked up the stock one to work with the clock spring.

It can be done with a HKB steering wheel hub for a S2000 application. I'm using that in my EM1 and it retains the factory clock spring and all the wiring plugs. Then all you need to do is cut a small square in the black plastic that covers the hub, screw down the OEM cruise switch and plug it back in.
I had it years back with my first steering wheel set-up and it looked pretty trick having an aftermarket wheel with factory mounted cruise control.
