Default Possible Flooding?

I have a '98 Honda Civic LX. Im trying to be patient with the car cause its a nice car and runs smooth ONCE IT STARTS. Heres my problem:

The car has times where it will start and other times it will not. Had the distributor cap and rotor button replaced, coil, ignition module, spark plugs, spark plug wires checked out, Had the starter checked and its fine. Read a way to test the fuel regulator and it checked out. The fuel pump cuts on and seems to work and the filter looks new. My dad seems to think its flooding cause he told me to hold the pedal to the floor to see if it would start to try and burn off excess gas and sure enough it did. I cant keep taking this thing to a mechanic and it not fixing the problem and need a car that wont leave me stranded. When we first purchased the car this didnt happen. It started about 3 weeks after. The check engine light does not come on either. Any help would be greatly appreciated

Follow the fuel pressure test in the factory service manual. Once turning the key to ON(II), the fuel pressure should hit ~38PSI. After turning the key to OFF, it should hold within 1 PSI for 2 hours. If it doesn't hold, you have a leak, which might be an injector stuck open.

If an injector is stuck open...is there a way to fix this without replacing the whole injector?

That all depends on if it's stuck open because of a physical defect, or because of an electrical problem.

If it's due to being dirty, you can clean it, but depending on age and injector state it may be cheaper to replace the single injector

I ran Lucas cleaner through it once. Should I do it again? Also is there a way to pinpoint which one is the trouble maker?

After you've verified that an injector is in fact stuck open, yes, there is.

I had the injectors checked today and two of them were leaky and the mechanic said that the looked like the original ones, so i got all four of them replaced today but the car still has moments where it will either start after holding the key for a sec or after a couple minutes holding the pedal down and cranking then others times starts right up. Im not sure what else it could be.
