Possible electrical problem?

Possible electrical problem?
I have a 94 Civic EX, the other day we had some really nasty storms and there's a pretty wicked bump in the road from..well crappy job making the road. The dip is unavoidable, but that day I bumped it, and my headlights went out, my ambers still work, but my headlights won't turn on, they are new bulbs, and new fuses, even though the others weren't burned out I decided to be on the safe side. I have no clue when it comes to electrical anything, but I looked at the wires as far as I can tell they aren't torn exposed etc. The bumper is off do to a wreck, the metal bumper is on just not the bumper cover, I don't know if that has anything to do with it or not, but any suggestions would be greatly appreciated,
P.S. I'm new to forums and certainly not a mechanic, so if it's something obvious please be polite, and if there is another thread about this please reply to this one anyway.

I looked on the grid and didn't even see a 40a, there was a spare 30a,20a, and 15a but the 4 to the headlights are 10A's, 2 highbeams, 2 lowbeams and the other are cig lighter fuse, radio etc are 7.5

How do I test the fuses?
&& Yes, the taillights work, hazard lights work, interior lights work, cruise control also doesn't work anymore but I think thats something that I messed up, I'm going to try the passenger light, it got busted in the wreck but I'm going to take it out and see if it works, that way I can atleast know whether or not its a one headlight deal or both lights

Click the Test Fuses link in my signature. The reliable method is to use the test light/multimeter method.
If the taillights work, then fuse 40 is fine. Test fuses 21 and 22.
Do the high beams work?
