Default please please help starting problems??????????????

1995 civic ex
bone stock
runs perfect but you have to use starting fluid to get it started
it dont matter if its hot or cold you can let it run for 1 hour turn it off and go to restart it and it will just crank ?
spray a little starting fluid and it fires right up
i have replaced the injectors,ecu,dist,tune up,checked for vac leak
im clueless at this point
it does have a cel when you turn the key on i thinks its a hard code because as soon as you turn the key its on and when you start cranking its on

any help would be great thanks guys

found the problem to many people working on the car at the same time!
a buddy forgot to put in the fuel injector seals
on the bottom of the injector
