PLEASE HELP - Modifications without Fuel injection
What modifcations to my civic 91 EG3 can i do to make it run faster without doin work to my engine as it is a 1.3L carby and will cost upto $10,000 or so to get a 1.6 or 1.8 VTEC engine working in it

Why do you say it'll cost $10,000 to swap in a B16 or B18? You can get a B-series motor in the area of $3,000-$4,000 with everything you need to bolt it in. A few hundred more for mounts and it'll start right up. If you want to do a better upgrade that a 1.3 carb and want to spend little to no money at all, swap in a D-series (D16A6 I believe is the motor for your year Civic) or upgrade to a D16Z6 (1992-1995 EX/Si VTEC OBD-1) motor.
Hell, you can even find an older B16 w/ cable tranny that will bolt right up pretty damn easy. Seen it a bunch of times. Those motors and trannies are as cheap as they come.

I live in Australia so your 3000 is like 5000 any way
if i were to get a d series would i need a new fuel tank as it would be a fuel injected and would the wireing harness and all that come with the engine
thats my next point what exactly would i need to convert from carby to fuel injected
EG. fuel pump, wiring harness, fuel tank, intake manifold so on
