Please HElp me fIx my SMOG PRoblem!

Car has stock everything d16z6 with a po6ecu on 87octane gas help me out
Can it b the ECU? or the sendary or primary ingnition system or what let me know i recently did a oil change new distro new spark plugs and thats it. has stock air box and header cat stock piping ran a turbo on FMU for a couple months i think it mite b carbon build up what u guys think???????????????????????????????
