Default PLEASE HELP- cant figure out the problem (O2 sensor wiring) (att anyone with a vx + swap)

Problem: running extremely rich (4 x leagal limit) I can't pass smog/register my car!!

Car:...................93 civic vx..............................OBD1
Engine:...............98 B18c1................................OBD2
engine harness:...98 B18c1 (from same car).......OBD2
main harness:......93 civic vx..............................OBD1
ECU.....................95 gsr (P72)...........................OBD1

This is what I did already: I just checked the wiring of the MAP, TP and O2 sensor. I followed all of these from the ECU pinouts to the actual sensors. I verified that the colors matched the pinouts from a Helms (92-95 civic) and then I simply followed the colors as they were different on the engine harness (98 GSR harness). Everything looks good. I already bought a new cat and OEM O2 sensor and I'm tuned up. No CEL codes since I changed my O2 sensor.

Questions:
1. I didn't see a 2nd O2 sensor female plug on the engine harness. Shouldn't I
have? It's a 98 engine harness!! It should have another plug right?
2. Could my problem now be my ECU? I mean what else is there to check for
air/fuel besides MAP, TPS and O2?
3. Does this limit out electrical and now its probably mechanical?
4. Should I just run new wires to the O2 sensor from the main harness just to be sure?

PLEASE ANYONE HELP! I DONT WANT TO HAVE TO SELL MY CAR!!! I CAN'T GET IT SMOGED!!!

1. the second o2 sensors doesnt matter ot teh obd1 ecu.

2. is your ecu showing a CEL ?

3. you didnt provide enough info to say.

4. verify all wiring, its a good idea....

1. I'm pretty sure it matters which one is used from the engine harness. Otherwise it wont read correct right?
2. No codes recently. I have reset my ecu. Last code was CEL #1 about 6 months ago. Since then, I've changed my O2 sensor and reset my ecu.

As far as I know is completely stock. How would I find out, I guess I would have to open it up or what? I can say that the outside of it is all tore up. Maybe it's messed up.

I cant get my car registered because its running about 4 x richer than it should. I've also noticed a little power loss (maybe just me). Everything else is good- it idles good, doesn't stall but it does get a little jerky when giving it gas after decelorating.

Okay so I checked the inside of my ecu and theres no soderings. It looks pretty damn clean. The more I think about it, its seems to be looking more and more of a mechanical issue rather than electrical. I guess I redlined a few too many times.

Okay are you ready? . . . .

HC: 15 mph- 266 (max allowed- 89) CO%: 4.28 (max allowed- .53)
HC: 25 mph- 216 (max allowed- 54) CO%: 3.29 (max allowed- .51)

I passed no problem on CO2, O2 and NO. This is after I checked my timing (16 BTDC), got a valve adjustment, changed oil (I use regular), new dist coil, cap, rotor, spark plugs, spark plug wires, new cat (OEM spec but aftermarket- not high performance) and a new OEM O2 sensor. I also checked the wiring from the pinouts all the way to the O2 sensor, MAP sensor,TPS and knock sensor. Everything is perfect. Stock motor. Even a fucken integra air box. And no CEL codes. Can you believe this ****? I feel like selling my car seriously. This is bull ****!

what injectors do you have in there? and what fuel pressure are you at?
you are running at about 13:1 air fuel ratio and need to be at leaner than 14.3:1 to pass.

Stock injectors and FP regulator. Fuel injectors say MF-30 just how is stamped on the fuel rail. A mechanic told me that the fuel pressure was a little high and that he didn't know why. Everything to my knowlege is stock. The motor was running a turbo at one point in its past life. Could the increased fuel pressure that was set back then be affecting it now?
