Default 99 Civic Check engine light

Let me start off by apologizing because I have absolutely no knowledge of cars so my post might sound stupid. I have a 99 Civic with about 63,000 miles on it.The check engine light came on, took it to my local mechanic, they did the reading and found the codes, as written on the receipt, P0131 B151 low volt, and P0132 B151 High volt. They reset the light and said a wire was laying on my exhaust pipe which caused it to heat up, therefor triggering the sensor??? They reset the light, and i drove off but 15 minutes later it came back on. They want me to bring it back now so they can look further into it. Does anyone know what could cause it, and is it odd that im getting low volt and high volt readings at the same time? Could i do damage to the car by driving it more without getting it fixed? Any help would be greatly appreciated. Thanks a lot.

They said that they tied the wire up instead of letting it lay on the exhaust pipe. maybe i was wrong with the 61 and 63 stuff i saw the post at the top of this board so these were the problems they said i had.
P0131 Primary Heated Oxygen Sensor (Primary HO2S) (Sensor 1) Circuit Low Voltage
P0132 Primary Heated Oxygen Sensor (Primary HO2S) (Sensor 1) Circuit High Voltage

Sounds like the wire shorted out....you could have a blown fuse, blown heater element in the O2, blown circuitry in the ECU itself and/or the that particular wire needs to be replaced.

Your best bet is to bring it back to the shop and let them fix it, especially if you have no means of doing any testing on the circuit or its components.
