Performance Control Module
anyone heard of a venom 400 sounds like a piece of crap but if anyone has one or knows anything about it let me know

YEah it's a scam. Not sure how it works but it probably either tricks the ECU into thinking the IAT is all the way down (ice cold air is coming in through your intake) so that it pumps the maximum amount of fuel possible or the MAF is all the way (meaning an assload of air is always going into your intake) making it pump more fuel in.
That's usually how chips like that work, trick a sensor into more fuel. You'll run richer, get shittier gas mileage, but you might gain one or 2 whp. That 25%'s accurate if you take it as 2.5hp.
