Default Passing Emissions

Anyone have any idea why my car wont pass emissions. Its a B16 with fully built motor and revhard turbo kit. FMU, and VAFC. When I go for my OBD test they plug it in and its not reading any of my sensors. ITs a 00 Si. I have no check engine lights on so why wont it pass? It seems like the computer is resetting itself everytime I start it so its never doing its cycle. Anyone experience this? Oh it has no cat on the car but 02 sensors are in. thanks

your kidding right? you have a rev hard turbo kit (not street leagl) no catalytic converter a vafc and you wonder why you dont pass emissions. you need to do some homework before you ask such a dumb question

ummmm its not a dumb question because here in Chicago they dont do a tail pipe test they do an OBD plug in test. If im not throwing a code then that means i should pass. So I dont think its a dumb question buddy.

This guy is from Cali, hes used to smog tests with them poping the hood, checking timing, checking gas caps, checking EVERYTHING. Must be nice living in other states.

see thats the thing im running the stock ecu that came with the Si, 99-00. I dunno it has me baffled.
