Passenger window goes up but does not come down.

Alright, so my passenger window will go up, but it will not go down. I bought a window motor/regulator, tested it, and same thing. Thought it was just a worn out motor, but apparently it's not. The new motor does the same thing. It'll go up, but it won't go down.
So I switched the window switch with a known good switch. Same thing. So it's not the switch either.
So I'm thinking maybe it's the wiring. In the picture, the connector on the right was very dirty. I don't know what that yellow sticky stuff is, but it was on my fuel gauge connector as well, causing problems with my fuel gauge. I cleaned it up as best as I could, and now my fuel gauge is working a lot better, so I know it was definitely because of the dirty connection.
But it's still not working perfectly my fuel gauge, because the connection is still quite dirty. What's the best way to clean electrical connections of dirty sticky yellow stuff? And what is this stuff?
My main question is, would that dirty connection in the door panel have any effect on the window/ what does that connection do? How do I fix my window motor!

the plug you have no idea about = power lock motor plug. the yellow wax is silicone grease to keep water out.
to clean electrical parts look for Lectra Motive electric parts cleaner. it comes in a can like brake cleaner. you should be able to find it in the same section in any auto shop.

Did u try to help it down ? If it goes down with some help it might be the window rubbers it happened to me. I just spayed some silicone lub in the window rubber and it worked this might work 4 u. Good luck

THAT'S IT! I think this is it! I saw a very very long roll of electrical tape around the electrical door harness thing between the door and body where the door hinge is, and I forgot I was going to ask about it. It felt so sticky and greasy. I unraveled the entire length of it, and there's like a plastic square containment around the bundle of wires. It's like what I gotta take off the door or something? You might as well tell me how to build a space rocket ship is what. Yeah.
How in the world do I take that out?

The platic clip the wires pass through into the door and body have release tabs. It's been years since I've messed with one but I beleive it's on the two short sides of the the plug. To release from the door side you acess from inside the door and squeeze the tabs and push out. The body side is through the kick panel behind the ecu. This side is a biznatch if I remember right. I think you can depress the tabs from the outside with a small flat head IIRC. There's probably a broken wire or two in between those two bulkhead plugs.

Is the window motor not working at all when you push the switch? With mine, it would not go down without me pushing it but went up just fine.
I had to grease the track and wheels on the frame, took care of it.....but if it is not working at all, then the wiring is probably the issue.

I still can't figure out how to access that. Do I need to take off the bolts on the door? Is it the rubber boot on the door or on the car? On the right or on the left?
