Painting Civic Rear Quarter

Painting Civic Rear Quarter
I just bought a 96 civic coupe and it looks like the rear quarter has been replaced. The paint job looks sketchy and you can for sure tell it was repainted by a Do it yourselfer. Theres paint runs and the paint does not match the color of the car, black. I am wondering, what would be the most cost effective way of fixing this? I do not want to take it to a shop but I do want to make it look more presentable. I know Duplicolor sells cans on touch up paint, I could sand the runs out of the paint and rough the panel up. I could then spray a couple of coats of the Duplicolor, then seal it up with Clearcoat. Also, I know a shop by me sells the 1 Step arisol can of paint. They custom mix the paint to your car color and it apparently does not need a clearcoat on top of it. What should I do?
Thanks
