Default P73 OBD2A???

I know the P73 is OBD2, but wouldn't that mean it needs a downstream O2 sensor?

and has anyone made the JDM P73 compliant with a scanner?

No. The JDM P73 is really just an OBD1 computer with OBD2 plugs. You'd definitely will need a USDM ecu to pass the scanner.
