ECU programmers solder a programmable chip into the P28 ECU (Z6 motors). This chip allows them to load any base program they want on it (base program is fuel maps and some other nice **** like VTEC).
By chipping a P28 you can load the .bin file for a B16 and the P28 will act like a B16 ECU, then you can do some other **** like tuning it by finely adjusting the fuel tables, add a 2 step launch controller, move the red line, move VTEC engagement point (not recommended), and remove the speed governor .
The chip just has to be soldered in. The regular ones are cheap, so are re programmable ones, but if you plan on keeping this swap you don't need one of those.
There's people that'll chip ECUs for you all over the place, H-T sponsors a few such as Kenji or Phearable (sp?). I think they're overpriced, though you get what you pay for.

ok so the p28 is an ecu from the d16.....cause one of my friends has a eg hatch like my with the same motor a b16a and everything and he was talkin about puttin a chip in my car and everything and the only thing i remember is p28 so..i dont know

there all **** anyway. if your car is stock, save yourself the money and keep your stock ecu.
when your motor is kinda built or has a few larger mods and you need to make changes go get a tune. dont ever buy a chip that not tuned for your car, its a waste of money.
